It turns on place of supply, not on the address. A customer in another state with a GSTIN in that state gets IGST. A walk-in customer with no GSTIN in the same state gets CGST plus SGST. When the answer is unclear — a customer who has registered elsewhere but is buying from your shop — the safe treatment is IGST, and it is worth confirming with your accountant rather than guessing on an invoice.
Group the line items by HSN and rate before you export, so the summary at the bottom matches what GSTR-1 will ask for. Doing it as you build the invoice costs nothing; reconstructing it from twelve separate invoices a week before the deadline costs an evening.
